**Why this matters:** In the full FE, the LLM pilot makes high-level strategic decisions
(which routes to restructure, when to diversify) while the engine handles search and repair.
In this experiment, the LLM must propose _complete route assignments from scratch_ every iteration
with no repair, no population, and no guardrails. This is a much harder task — and the observed
limitations (thrashing at n=200, small effect sizes, feasibility failures on 2.0-Flash) are
exactly what the FE's infrastructure was designed to prevent.

### 1.5 Iteration Mechanics

Each AI run executes a fixed budget of **50 iterations** with the following cycle:

1. **Propose:** AI generates a JSON route assignment `{"routes": [[...], ...]}`
2. **Evaluate:** Deterministic Python evaluator computes distance, loads, feasibility
3. **Feedback:** Structured text feedback sent back (distance, feasibility, violations, loads)
4. **Refine:** AI receives feedback and proposes an improved solution

**Context management:** A sliding window of the last 5 assistant+user rounds is maintained.
Older iterations are dropped to prevent context window overflow.

**Parse failure handling:** If the AI returns unparseable output, a 30-second cooldown is applied,
and the AI is told its response was invalid with instructions to output valid JSON.
